OFFICE MEMORANDUM

Subject : Grant of Dearness Relief to Central Government pensioners who are in receipt of provisional pension or pension In the prevised scale of 5 CPC w.e.f. 1.1.2011.

In continuation of this Department’s OM No. 42/18/2010-P&PW(G) dated 27th October, 2010 sanctioning the Dearness Relief to those Central Government pensioners who are in receipt of provisional pension or pension in the pre-revised scales of 5th CPC, the President is pleased to grant the Dearness Relief to these Central Government pensioners as under

(i) Those who are in receipt of provisional pension or pension in the pre revised scales of 5 th CPC are entitled to Dearness Relief @ 115% w.e.f 1.1.2011.

(ii) The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 to 31.12.1985 and are in receipt of ex-gratia @ Rs. 600/ p.m. w.e.f. 1.11.1997 under this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to Dearness Relief @ 115% w.e.f. 1.1.2011.

 

2. The following categories of CPF beneficiaries who are in receipt of cx-gratia payment in terms of this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to DR @ 107% w.e.f. 1.1.2011.

(i) The Widows and dependent children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and are in receipt of Ex- gratia payment of Rs. 605/- p.m.

(ii) Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt of Ex-gratia payment of Rs. 654/-, Rs. 659/-, Rs. 703/- and Rs. 965/-.

 

3. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee. In their application to the Pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue in consultation with the C&AG.

4. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No. 1(4)/EV/2004 dated 8th April, 2011.

CIRCULAR

The Central Civil Services Cultural and Sports Board is the Central agency for promotion of
Cultural and Sports activities amongst the Central Government employees. Besides holding All India Civil Services Tournaments and sending teams in other prestigious Tournament in the country. The Board also organizes the Inter-Ministry Tournaments in the following cultural and sports disciplines every year:

2. The Board after every two-years, invites names of dedicated volunteers amongst the Central  Government employees to act as Convenor of Various sports/games organized by Cultural and Sports
Board. The term of the Convenors appointed in 2009 have since lapsed The Board proposes to   Appoint new Convenors for the year 2011-13 and accordingly nominations are invited in the
prescribed proforma (Annexure-1), for all the above sports and cultural activities. Separate
application should be filled for each discipline.

3. The duties and responsibilities of the Convenor are given in Annexure-II. The Board is
looking for experienced and dedicated Convenors. Welfare Officer of the Ministries and
Departments are, therefore, requested to recommend names of deserving candidates only for taking
up the task of Convenor, after going through the qualification and experience required by the
candidates in cultural and sports activities to assess their suitability to act as Convenor of the game.
Proficiency in the sport applied for is the basic criteria for nomination as Convenor in the Board.
The prescribed proforma (Annexure-1) should be counter-signed by the Welfare Officer of the
Ministry/Departments.

Promotion of Assistant in the grade of Section Officer of CSS on ad- hoc basis — Extension thereof

OFFICE MEMORANDUM

Subject:- Promotion of Assistant in the grade of Section Officer of CSS on ad- hoc basis — Extension thereof.

   The undersigned is directed to refer to this Department’s OM No. 6/9/2010-CS- I(S) dated 11.11.2010 on the captioned subject, wherein cadre authorities were allowed to continue the ad-hoc promotion in the grade of Section Officer up to 31.03 .2011.

   2. As the availability of regular Section Officers may take some more time, it has now been decided to extend the period of ad-hoc promotion in SO grade. beyond 31.3.2011 up to 30.06.2011 subject to the following conditions:-

  1.   The period of ad-hoc promotion would be up to 30.06.20 11 or till the regular Section Officers are made available, whichever is earlier.

  2. The ad-hoc appointment shall not confer on the appointees any right to continue in the grade indefinitely or for inclusion in the Select List of Section Officers for regular appointment or to claim seniority in the Section Officers grade of CSS.

  3.   Ad-hoc appointment would continue till regular candidates in Section Officer Grade are available either through Seniority quota or Limited Departmental Competitive Examination (LDCE). In the event of the ad-hoc appointees not qualifying for regular appointment in either of these two categories, they shall be reverted to the Assistants’ Grade on availability of such regular officers from the date the regular Section Officers join duty in their respective cadre units allotted to them by this Department.

  4.  No fresh ad-hoc promotion should be made in the grade of Section Officer.
