UPON ENTRY INTO SERVICE

Service Book in prescribed Format to be maintained to record every step in your official life.It must contain Family Details and Nominations for Retirement/Death Gratuity and GPF.

EVERY YEAR

You must check your Service Book so as to verify correctness of entries made therein.

AFTER TWENTY FIVE YEARS OF SERVICE

Issue of Service Verification Certificate of your Qualifying Service by Head of Office.

FIVE YEARS BEFORE RETIREMENT

Verification of your Qualifying Service,  five years before retirement by Head of Office

TWO YEARS BEFORE RETIREMENT

Head of Office should write to Directorate of Estate for issue of No Demand Certificate in respect of period of preceding eight months before the date of your retirement, in case you occupy Govt. Accommodation. 

NOT LATER THAN TEN MONTHS BEFORE RETIREMENT

Head of Office will issue you a certificate regarding length of Qualifying Service proposed to be admitted for purpose of pension and gratuity and as to emoluments and average emoluments for purpose of reckoning of retirement gratuity and pension for your acceptance. Head of Office will issue you Form 5 for completion. 

NOT LATER THAN EIGHT MONTHS BEFORE RETIREMENT

You may submit Form 5 duly completed in all respects to the Head of the Office

 

NOT LATER THAN SIX MONTHS BEFORE RETIREMENT

Head of Office shall ensure completion of Part-I of Form 7 and he shall forward the pension papers to the PAO.  

THREE MONTHS BEFORE RETIREMENT

You may apply for commutation of pension in Form I-A to the Head of Office for onward transmission to the PAO. You may please ensure that your DDO has stopped making GPF recoveries in your case.

TWO MONTHS BEFORE RETIREMENT

Head of Office shall communicate to the PAO, Govt dues recoverable from DCRG in your case.  

ONE MONTH BEFORE RETIREMENT

After checking of your Pension case received from your Head of Office, Pay & Accounts Officer shall issue PPO & authority for Gratuity.

Background

The issue of efficient delivery of pension services has been the focus of public policy in India for many years. This was mainstreamed through the report of the Project Oasis in the year 2000. This report brought to the forefront the complex issues relating to increasing longevity, reducing /absence of reducing social safety nets and the need for improved pension systems focusing on improved service delivery.As per the data of Census 2001, 64% of pensioners are 65 and above .Though the focus of this report was not the existing system of pension for government servants, many of the issues covered therein are relevant even in the context of the existing pension scheme of the Government of India.

For instance the Oasis report talked about the increasing dependency ratio. As on 31st March 1998, with 5.2 million central government employees and 3.54 million pensioners the dependency ratio was 66%. For the defence segment alone this was much higher at 110%. Similarly a simulation exercise got carried out by the Oasis report, estimated that the expenditure of the Central Government on account of pension payment would increase from Rs3569 crore in 1995 to Rs 27183 crore in 2015. This “conservative” estimate is already hugely off-mark as expenses have already reached over Rs 50000 crore. .

Many pensioners reside with their children and their pension is critical for sustaining their basic needs, including nutritional and medical expenses, with dignity. The quantum and regularity directly impacts their mental well-being and therefore their health. Others, who stay alone, have a greater exposure to inclement conditions and are even more dependent on this steady income to nourish their body and spirit. Given the huge amount and the large number of people involved, it is imperative that a people-friendly, efficient and easy to administer pension system for the retiring and retired civil servants matching the aspirations of a modern civil society is implemented at the earliest

The Department of Pensions and Pensioners Welfare has initiated efforts to bring hassle free retirement benefits to the pensioners. The Government of India extends measures to improve the condition of pensioners from time to time. For instance, the decision on the recommendations of the Sixth Pay Commission to award an additional quantum to pensioners aged 80 or above is recognition of the increase in medical and other expenses with age. Full delivery of the programme on pensions needs to be assured for the beneficiaries to avail of the enhanced measures.

These on-going activities and the new initiatives proposed to be undertaken by the Department through efficient implementation, is likely to make improvements in the life of a pensioner. The core of this Strategic Plan is based on this premise.

Special Casual Leave for Differently Abled Persons working in Transport Corporations-TN

More good news from CM for differently-abled


Tamilnadu Chief Minister J Jayalalithaa today said differently-abled people in the State Transport Corporations would be given special casual leave with pay on 3 December, which was being observed as International Day for Disabled.
An official release here said such facility was being extended to the differently-abled people in government and government- aided institutions.


On coming to know that those in the State Transport Corporations were not covered, Jayalalithaa today announced the extending of the benefit to them also.


This is not the first time for the AIADMK government led by Jayalalithaa to come to the help of the differently-abled in the State.


Only recently, Jayalalithaa has ordered enhancing the monthly assistance from Rs 500 to Rs 1000 to over 76,000 differently abled persons in Tamilnadu.


The announcement was aimed at reaching out the beneficiaries covered under different schemes, including persons with severe disability and muscular dystropy


She also announced the inclusion of differently-abled persons in the free gold and marriage assistance scheme launched by as soon as assuming the power after winning the Assembly elections.


Under the scheme, which was one of the populist poll promises made by the AIADMK , the beneficiaries would get four gram of gold for making 'Thaali' (Thirumangalyam) and financial assistance of Rs 25,000.


An official press release here said the Chief Minister wanted the differently-abled to be included in the scheme to enable them to get the benefits.  The release said the State government would incur an additional expenditure of Rs one crore in view of this.


Jayalalithaa also doubled the assistance given to women who had studied upto Under Graduate or Diploma from Rs 25,000 to Rs 50,000 and also announced free four gm gold coin for their marriage.
