Railways to extend more facilities to employees, families

Medical facilities for staff and their families in remote areas, increasing scholarship amount to girl child and setting up a Board to develop schools were some of the proposals put forth for welfare of Railway employees.


The Railway Budget also included proposal for expansion of the scope of liberalised active retirement scheme guaranteed for safety category staff by enhancing the existing criteria of grade from Rs 1800 to Rs 1900.

In order to provide easy access to medical facilities in remote and inaccessible areas for employees, Railway Minister Mamata Banerjee has proposed to provide 20 Road Medical Vans at different locations.

Besides increasing the scholarship amount to Rs 1,200 per month for girl child of gangman and Group-D employees for higher education, she said 20 hostels for children of railway employees have been commissioned and another 20 would be set up next year.

Railways is planning to setting up a Railway Vidyalaya Prabandhan Board to improve quality of education imparted to children in 269 railway schools.

The Board will draw up a plan for building the physical and educational infrastructure of these schools to be implemented in a time frame of three years.

Highest investment in Railways during 2011-12

The Rs 57,360-crore earmarked in the annual plan for 2011-12 is the highest ever investment made in a single year for Railways, which runs one of the largest networks in the world.

"The annual plan for the year 2011-12....is the highest ever plan investment by the Railways in a single year", Mamata Banerjee said while presenting the Railway Budget for the next financial year on Friday.

"The Plan is proposed to be financed through gross budgetary support (GBS) of Rs 20,000 crore, diesel cess of Rs 1041 crore, internal resources of Rs 14,219 crore and market borrowings of Rs 20,594 crore through Indian Railway Finance Corporation (IRFC)," the Railway minister said.

Banerjee said an additional amount of Rs 10,000 crore would be raised next year through tax free bonds for financing select capacity enhancement works.

The Minister said greater thrust this year would be on expanding rail network with a larger allocation of Rs 9,583 crore for new lines.

"It is planned to complete 1,000 km of new lines in 2011-12. In addition, the left over new lines from last year's target will also be completed. Apart from this, Rs 5406 crore and Rs 2,470 crore has been given for doubling and gauge conversion projects to complete 867 km and 1017 km, respectively," Banerjee said.

She added that Rs 13,820 crore has been earmarked for acquisition of rolling stock of wagon, coaches and locomotives to overcome their shortage.

The Minister also proposed to create a fund 'Pradhan Mantri Rail Vikas Yojana' to implement socially-desirable projects during the 12th Five Year Plan.

She said the Railways is already executing 19 projects in underdeveloped areas of Orissa, Jharkhabnd, Chattissgarh, Bihar and Maharashtra.

"I propose to increase the allocation to these projects to Rs 771 crore," she said.

IGNOU-KVS Sign MoU for Training of Teachers

The Indira Gandhi National Open University (IGNOU) and Kendriya Vidyalaya Sangthan (KVS) have signed a Memorandum of Understanding (MoU) for a national level programme of continuous training of KVS teachers. The MoU was signed in the presence of Minister of State for HRD Dr. D. Purandeswari. Also present were Secretary, School Education and Literacy, Smt. Anshu Vaish, Prof. V.N. Rajasekharan Pillai, Vice Chancellor, IGNOU and Shri Avinash Dikshit, Commissioner, KVS. The MoU was signed by Registrar, IGNOU (Shri U.S. Tolia) and Jt. Commissioner (Admn.), KVS (Shri O.M. Prabhakaran).

Speaking on the occasion Dr. Purandeswari said that there is a need for continued professional development of teachers to meet the demand of quality in education. She appreciated the launch of the IGNOU-KVS training initiative. She added that this step is of immense significance in view of the importance of teacher training in the light of the Right of Education Act.

The target group for this training includes primary teachers, graduate teachers and post-graduate teachers. Under the present collaborative programme, the teachers of KVS would be required to undergo 6 months training including at least 15 days face to face programme with pre-training assessment and post training follow up, feed back cum assessment. The training would focus on content upgradation of teachers with respect to their own special subject areas. They would also be given in-depth training on new knowledge and its relevance to their work. Teachers would relearn new and innovative classroom management techniques and strategies for improving quality of teaching. A team of Experts would draw up a detailed training design, which would be periodically reviewed. Feedback on the training would be taken for continuously upgrading the quality of the programme. The duration of the programme will be six months. The training would be conducted in English and Hindi medium.

The Methodology for the training programme would be:
• Face to face interaction
• Self learning
• Audio video support
• Teleconferencing with a two-way audio and one-way video facility.
• Self-learning printed course material packages
• Assignment for assessment and feedback
• Practicals at designated institutions
• Work-related field projects/functional assignment as per programme requirement.
• Telecast of video and audio programmes on National Network of Gyan Darshan and Gyan Vani
• Resource support through eGyankosh

The teachers would have to undergo an evaluation. Certificates upon completion of programme would be provided by IGNOU. A JCC consisting of representatives from IGNOU and KVS would be formed by the Vice Chancellor of IGNOU and the Commissioner, KVS to prepare appropriate modalities of Training Programmes and its smooth conduct.

The Finance Ministry while recommending adoption of investment pattern notified by them on 14.08.2008 for Employees’ Provident Fund and “Exempt Funds” suggested that liberal advances and withdrawals from Employees’ Provident Fund (EPF) should be shunned to achieve old age income security for employees because by not adhering to “one instrument one policy objective” most employees retire with as little as less than Rs. 35,000/- in their accounts. Ministry of Labour and Employment has replied to the Ministry of Finance mentioning the need for continuation of the provision for partial withdrawal from provident fund account of the subscribers. With effect from 01.04.2011 interest will not be paid on Inoperative Accounts as per Notification dated 15.01.2011 issued by the Ministry of Labour & Employment, Government of India. Data containing number of Inoperative Accounts is not maintained separately. However, total number of Inoperative Accounts has been estimated to be around three crore.

As per the Consolidated Annual Accounts of the Employees’ Provident Fund Organisation for the year 2009-10, an amount of Rs. 8,318.69 crore is lying in Inoperative Accounts.
